Benefits of APAAR:
1. Facilitate student mobility: It's common for students to attend multiple institutions during their education for various reasons, APAAR will serve as a unified system for students across different states and boards, ensuring smooth transitions and consistent records as they move from one institution to another. 2. Enhanced Data Accuracy and Consistency: APAAR will provide a unified and
reliable database of student records, reducing discrepancies and errors due to
multiple entries. This consistency will ensure that academic data is accurate and
up to date, benefitting both students and educational institutions. 3. Storage of Academic Records: APAAR seeded Digi Locker accounts can be leveraged by students to digitally store and share all their academic achievements in a secure location.
4. Improved Policy Making and Resource Allocation: The data collected through APAAR will be shared with the VSKs, which will aid in decision making for educational policies and resource allocation. VSK will help in analyzing the trends, assess educational outcomes and identify areas customized to the region.
5. Implementation of Right to Education Act, 2009: APAAR facilitates the tracking of each child's enrollment, attendance and academic progress ensuring compliance with the RTE Act's mandate for free and compulsory education for children aged 6 to 14 years.
6. Drop Out Prevention: By monitoring students academic records, APAAR helps identify at-risk students, making sure timely intervention is possible to prevent dropping out of the school system.
Important information regarding parent consent:
1. Why is parent consent important?
Students, below the age of 18 are considered minors. Legal and ethical standards in India require parent or guardian consent to generate, handle personal and sensitive information, including educational and identification data. Hence it is important that the legal guardian or parent of the student is submitting the consent form (provided in multilingual formats) to the school administration for generating APAAR ID for students.
2. How will parent consent be used?
The physical copy of the parent consent shared for generating APAAR ID will be stored in school and a corresponding digital copy will be generated and stored through UDISE+ portal by the school coordinator. Basis the details submitted by the guardian/parent consent will be duly sought at each stage of the generation process and at later stages of sharing the data to concerned institutions.
Data Safety & Security in APAAR:
1. Encryption Standards: APAAR employs advanced
encryption standards to protect academic and personal data from unauthorized access. While sharing data sets for analysis at VSK, data anonymization will ensure removal of all Personally Identifiable Information (PII) and only aggregated forms, that will privacy and compliance with data protection regulation.
2. Compliance with Data Protection Laws: APAAR adheres to the India's data protection laws ensuring that all collected information is handled according to legal requirements. In compliance to NDEAR, all user data in APAAR will be in the control of the user and made portable as per Data Empowerment (DEPA) principles in accordance with the Personal Data Protection Bill.
3. Access Control: Only authorized personnel have access to the data, and multiple layers of security ensures that this access is monitored and restricted based on roles.
4. Audit Trails: Regular audits and logs are maintained to track who has accessed the data and how it is being used, ensuring accountability.
APAAR for Academic Bank of Credit (ABC) Transfers:
The academic credit transfer system as recommended by the National Education Policy 2020, introduced the Academic Bank of Credits which will store academic credits earned by students during their higher education. APAAR will enable seamless integration and transfer of these credits across Higher Educational Institutions (HEIs), enabling greater flexibility and continuous tracking of learning.
Can APAAR Be Created Without Aadhaar?
No; APAAR ID cannot be created for a learner without a valid AADHAR ID card. AADHAAR number issued by UIDAI, is one of the governments issued identity card students, especially under 18 years of age can have in India. It provides a unique and verifiable identification, preventing duplication of records and ensures that each students academic information is consistent and accurately associated with their identity.
Students without AADHAAR card are recommended to visit the nearest AADHAAR enrollment centers, bank/post offices, AADHAAR Seva Kendras or any other Government Approved Centers for the creation of AADHAR card.
Can I Be Targeted Based on APAAR?
No; One cannot be targeted based on APAAR. All personal information including but not limited to educational achievements, academic outcomes, learning engagements, completion of sources in DIKSHA, SWAYAM etc. will be stored in encrypted forms and only be able to share to any requestor after appropriate consent. APAAR data which is shared with VSK will only be used as source to evaluate the efficacy of the governments schemes and interventions for required interventions. No personal data will be called for or monitored using APAAR.
Is APAAR Mandatory?
APAAR is not mandatory. While APAAR is a cornerstone initiative for enhancing academic tracking and flexibility, participation in the APAAR system is not compulsory. Institutions and students can choose to utilize this system to benefit from its features, such as holistic assessment and credit management, but there is no legal requirement mandating its use.

In pursuance of the above subject and reference, a unique "Automated Permanent Academic Account Registry (APAAR)" ID for each student to track the academic progress and achievements of the students in an effort to achieve the objectives of "One Nation, One Student ID" by the Ministry of Education, New Delhi. To be created which will also help in utilizing the educational resources and will be permanent.
APAAR ID is the GATEWAY to access DigiLocker Ecosystem which will allow students to digitally store EXAM RESULTS, HOLISTIC REPORT CARD, LEARNING OUTCOMES besides other achievements like Olympiads, Sports, Skill Training. Students can use this credit score for their higher education and employment purposes in future.
Ministry of Education will generate APAAR ID based on Aadhaar number of each student for which separate consent of student's parents is required in Annexure-l. The data thus collected will be kept confidential and the data will be shared with other government users by masking the Aadhaar number.
Reference-3 As per the video conferencing discussion with the State regarding APAAR by the Department of School Education and Literacy, Ministry of Education, New Delhi for the implementation and rollout of APAAR at the State level as the State Nodal Officer of the State Project Director, Assistant to the State MIS Co-ordinator Shri. As the Nodal Officer and at the district level the District Education Officer is appointed as the District Nodal Officer.
The district/school has to take necessary action keeping in mind the following points for generating the APAAR ID of the student by the District Education Officer/Principal/Head Teacher.
(1) The District Education Officer shall send the parent/guardian consent Annexure-1 form and literature regarding APAAR ID to the principals/head teachers of all the schools in the district under their jurisdiction to generate APAAR ID of each student.
(r) In respect of APAAR ID, the school level shall hold a parent meeting with the parents of all the students of the school, apprise them about the utility of APAAR ID and obtain the consent of the parent/guardian in Annexure-1 and obtain ADHAAR CARD or any other photo ID proof of the parent/guardian and maintain it at the school level.
(3) APAAR ID will be generated from the student's Aadhaar number only so that in case the ADHAAR CARD details of the students are not available in the UDISE+ Portal by the school, the ADHAAR CARD information will be maintained in UDISE+ Portali Update 32.
(4) Name of student in UDISE+ Portal by school. Father's name, mother's name, gender/caste, date of birth etc. details have to be verified as per ADHAAR CARD if any error/defect is found in it then correction is to be done from school level or taluka/district level.
(5) Based on the consent obtained from the parents/guardian of the students in Annexure-T, further action has to be taken by filling the consent details online to generate APAAR ID of the students in the UDISE+ portal from the school level.
(5) After the APAAR ID is generated, its details must be given to the students by the school.
Taking into consideration the above details regarding the matter, Ministry of Education, New Delhi on 20/09/2024 in the video conference regarding APAAR with the states has given priority to generate APAAR ID of the students of class 9 to 12 by 15/10/2024. The District Education Officer has to ensure that secondary and higher secondary schools complete their work. After that, the affiliated schools are asked to plan to generate APAAR ID for all the students from pre-primary to class-8.
