આસિસ્ટન્ટ એજ્યુકેશન ઈન્સ્પેક્ટર માટેની પરીક્ષાનું માળખું જાહેરપ્રાથમિક શાળાઓના AEIની સીધી ભરતી માટ દ્વિ-સ્તરીય પરીક્ષા યોજાશે
પ્રીલિમ બાદ મુખ્ય પરીક્ષામાં ૪૦ ટકા ગુણ લાવનારા ઉમેદવારોને જ પાસ જાહેર કરાશે.
શિક્ષણ વિભાગ દ્વારા પ્રાથમિક શાળાઓના આસિસ્ટન્ટ એજયુકેશન ઈન્સપેક્ટર (AEI)ની સીધી ભરતી માટે લેવાનાર પરીક્ષાનું માળખું જાહેર કર્યું છે. વિભાગે જાહેર કરેલા નિયમો મુજબ, રાજ્ય પરીક્ષા બોર્ડ દ્વારા AEIની સીધી ભરતી માટે દ્વિ-સ્તરીય પરીક્ષા લેવાશે, જેમાં પ્રીલિમ બાદ મુખ્ય પરીક્ષામાં ૪૦ ટકા માર્કસ લાવનાર ઉમેદવારોને જ પાસ જાહેર કરવામાં આવશે.
પ્રાથમિક શિક્ષણ નિયામકની કચેરી દ્વારા ખાલી જગ્યાઓની વિગતો આપવામાં આવ્યા બાદ રાજ્ય પરીક્ષા બોર્ડ દ્વારા તે જગ્યાઓ પર ભરતી માટે ઓનલાઇન અરજીઓ મગાવવામાં આવશે અને ત્યારબાદ AEIAT પરીક્ષાનું આયોજન કરી સીધી ભરતી કરાશે. દ્વિસ્તરીય પરીક્ષામાં પ્રીલિમ એક્ઝામ ઓબ્જેક્ટિવ પ્રકારની રહેશે અને આ પરીક્ષાના આધારે ઉમેદવારોની મુખ્ય પરીક્ષા માટે પસંદગી કરવામાં આવશે. ત્યારબાદ મુખ્ય પરીક્ષા લેવાશે, જે એમસીક્યુ અને વર્ણનાત્મક પ્રકારની હશે અને તેના આધારે ઉમેદવરોની ભરતી માટે પસંદગી કરાશે. આસિસ્ટન્ટ એજ્યુકેશન ઈન્સ્પેક્ટરની કુલ ભરવાપાત્ર જગ્યાની સરખામણીમાં સાત ગણા ઉમેદવારોને મુખ્ય પરીક્ષા માટે ક્વોલિફાઈ કરાશે. જાહેર થયેલા માળખા મુજબ, પ્રીલિમ પરીક્ષા ૨૦૦ ગુણની હશે અને તેના માટે બે કલાકનો સમય મળશે. જેમાં પાર્ટ-૧ જનરલ સિલેબસનું હશે અને તેમાં ૫૦ ગુણના ૫૦ પ્રશ્નો પુછાશે. જ્યારે પાર્ટ-૨ વિષય અનુરૂપ સિબેલસનું હશે અને તેમાં ૧૫૦ ગુણના ૧૫૦ પ્રશ્નો પુછાશે. જ્યારે મુખ્ય પરીક્ષા ૨૦૦ ગુણની હશે તેના માટે ઉમેદવારોને ૪ કલાકનો સમય અપાશે. જેમાં પેપર-૧ ૧૦૦ ગુણનું હશે અને તેના માટે ૩ કલાક મળશે. પેપર-૧માં ગુજરાતી ૩૦ ગુણ, અંગ્રેજી ૩૦ ગુણ, સોસિયલ સાયન્સ ૧૦ ગુણ, સાયન્સ એન્ડ ટેક્નોલોજી ૧૦ ગુણ, ગણિત ૧૦ ગુણ, એનવાયરમેન્ટલ સાયન્સ ૫ ગુણ અને હિન્દી તથા સંસ્કૃત ૫ ગુણના પ્રશ્નો હશે. જ્યારે પેપર-૨માં ૧૦૦ ગુણના વિવિધ નિયમોને લગતા પ્રશ્નો હશે અને તે લખવા ૧ કલાકનો સમય અપાશે.

No. K/SH/24/2025/ED/MIS/e-file/3/2022/0013/CH: WHEREAS the Government of Gujarat
is satisfied that circumstances exist which render it necessary to take immediate action to make rules and to dispense with the previous publication thereof under the proviso to sub-section (3) of section 63 of the Gujarat Primary Education Act, 1947 (Bom. LXI of 1947);
NOW, THEREFORE, in exercise of the powers conferred by sub-section (1) of section 63 read with sub-section (3) of section 23 of the Gujarat Primary Education Act, 1947 (Bom. LXI of 1947) and in supersession of the draft rules issued vide Government Notification, Education Department No. K/SH/1/PRE/102024/24/CH, published in the Gujarat Government Gazette, dated the 8th February, 2024 made in this behalf, the Government of Gujarat hereby makes the following rules to provide for regulating the method of the Assistant Education Inspector Aptitude Test (AEIAT) Examination for recruitment to the post of Assistant Education Inspector, Class III in the Subordinate Service under the Directorate of Primary Education or Respective District or Municipal Primary Education Committee, namely:-
1. Short title, and commencement.-
(1) These rules may be called the Assistant Education Inspector, Class III (Assistant Education Inspector Aptitude Test (AEIAT)) Rules, 2025.
(2) They shall come into force on the date of their publication in the Official Gazette.
2. Definitions. In these rules, unless the context otherwise requires,-
(a) "Appendix" means an Appendix appended to these rules;
(b) "appointed date" means the date on which these rules shall come into force;
(c) "Assistant Education Inspector" means the Assistant Education Inspector, Class III.
in the Subordinate Services of the Directorate of Primary Education or Respective District or Municipal Primary Education Committee;
(d) "Board" means the State Examination Board, Gandhinagar,
(e) "Chairman" means the Chairman of the State Examination Board, Gandhinagar,
(f) "Examination" means the Assistant Education Inspector Aptitude Test (AEIAT) for recruitment to the post of Assistant Education Inspector, Class III, in the Subordinate Services of the Directorate of Primary Education or Respective District or Municipal Primary Education Committee as specified in these rules;
(g) "Government" means the Government of Gujarat;
(h) "Heads of the office" means the District Primary Education officer in case of District Education Committee and Administrative Officer in case of Municipal School Board or Nagar Shikshan Samiti;
(i) "Head Teacher" means the Head Teacher, Class III, in the Subordinate Service under the Directorate of Primary Education or Respective District or Municipal Primary Education Committee;
(j) "Recruitment Agency" means Gujarat State Primary Education Selection Committee.
(k) "Teacher" means the Teacher, Class III, having an experience as referred to in para
(D) of rule 4 of the Assistant Education Inspector, Class III, Recruitment Rules, 2021.
3. Educational qualification and age limit.-
(1) The candidate who possesses the requisite qualification, for the post of Assistant Education Inspector, Class III, in the Subordinate Services of the Directorate of Primary Education or Respective District or Municipal School Board or Nagar Shikshan Samiti, prescribed under the relevant recruitment rules shall be eligible for admission to the Examination.
(2) A candidate for admission to the Examination shall have attained the minimum age and shall not have attained the maximum age as prescribed in the relevant recruitment rules on the date as may be specified in advertisement by the Board.
4. Holding of Examination.-
(1) The Board shall publish an advertisement and ask for the application form online upon receipt of the requisition from Directorate of Primary Education. The Board shall hold an Assistant Education Inspector Aptitude Test (AEIAT) Examination for selection of the candidates for the direct recruitment to the post of Assistant Education Inspector, Class III, in the Subordinate Services of the Directorate of Primary Education or Respective District or Municipal School Board or Nagar Shikshan Samiti.
(2) The date, time and places of the Examination shall be such as may be decided by the Board.
(3) The candidate shall be required to attend all the stages of Examination at his own expenses on the dates, time and places as may be notified by the Board.
5. Mode of Examination.-
(1) The Examination shall be held in two successive stages, namely:-
(a) Preliminary Examination (Objective Type) for selection of candidates for Main Examination; and
(b) Main Examination (Combined Written Descriptive Test and MCQ Test) for the final selection of the candidates for the post.
(2) The number of candidates called for the Main Examination shall be seven times of the number of vacancies mentioned in the requisition given by the Recruitment Agency.
6. Syllabus of examination.-
The syllabus and structure for Preliminary Examination shall be such as specified in Appendix A and the syllabus and structure for Main Examination shall be such as specified in Appendix- B appended to these rules.
7. Medium of Examination.-
The medium of Examination shall be Gujarati or as per the instructions given in the question paper.
8. Application for examination and examination fees.-
(1) A candidate who desires to appear at the Preliminary Examination shall submit an application in such form as may be prescribed by the Board along with such fees as may be fixed by the Board.
(2) The candidates who are declared qualified by the Board for admission to the Main Examination shall apply again in such form as may be prescribed by the Board along with such fees as may be fixed by the Board.
(3) The fees shall be paid in such manner as may be prescribed by the Board and fees once paid shall not be refunded or held over for the subsequent examination in any circumstances.
9. Eligibility-
(1) A Candidate shall not be qualified for admission to the examination unless he is,
(a) A citizen of India, or
(b) A subject of Nepal, or
(c) A subject of Bhutan, or
(d) A Person of Indian origin who has migrated from Pakistan, Myanmar, Sri Lanka, East African countries of Kenya, Uganda, the United Republic of Tanzania, Zambia, Malawi, Zaire, Ethiopia and Vietnam, with the Intention of permanently settling in India:
Provided that candidates belonging to categories mentioned in clause
(b), (c) or (d) shall be required to furnish a certificate of eligibility issued by the Government;
(2) A candidate who is required to produce a certificate of eligibility, shall be allowed to appear in the examination conducted by the Board and he shall also be appointed provisionally subject to the production of eligibility certificate within time frame, as decided by the Recruitment Agency.
10. Disqualification for appointment on ground of plural marriage.-
(1) No person who.-
(a) has entered into or contracted a marriage with a person having a spouse living, or
(b) having a spouse living, has entered into or contracted a marriage with any other person shall be eligible for appointment to the Post:
Provided that subject to the provisions of any law for the time being in force, the State Government may, if satisfied that there are special grounds for doing so, exempt any person from the operation of this sub-rule;
(2) The candidate shall be required to declare in the application form whether he or she, as the case may be, is married and, in the case of the male candidate whether he has more than one wife living and in the case of a female candidate whether she has married to a man who has already another wife living.
11. Decision of the Board shall be final.-
(1) No candidate shall be allowed to appear in the Main Examination unless the Board is satisfied that,-
(a) the candidate possesses the requisite qualifications and fulfills other requirements under the relevant recruitment rules of the post;
(b) the candidate has paid the requisite fees along with the application;
(c) the candidate is eligible in all respects and complies with all the requirements:
(d) the candidate must fill the application form for the Main Examination; and
(e) the copy of the same along with the copy of requisite documents shall be submitted to the Board at the time of making an the application.
(2) The decision of the Board as to the eligibility of a candidate for admission to the Main Examination shall be final.
(3) Subsequently, if at any time, the candidate is found ineligible for appearing in the Main Examination, his candidature shall be treated as cancelled and if already selected and appointed, his appointment shall be treated as cancelled ab-initio and his service shall be terminated forthwith:
Provided that no such appointment shall be terminated unless he has been given an opportunity of being heard.
12. Appearance at the Main Examination.-
(1) The Preliminary Examination is meant to serve as a screening test only; the candidate, who obtains such minimum qualifying marks in the Preliminary Examination, as may be fixed by the Board, shall be eligible for the Main Examination.
(2) The marks obtained in the Preliminary Examination by the candidates who are declared qualified for the Main Examination shall not be counted for determining their final order of merit. The number of candidates to be eligible for the Main Examination shall be about seven times of the total approximate number of vacancies mentioned in a requisition. Only those candidates who are declared by the Board to have qualified in the Preliminary Examination shall be eligible for admission for the Main Examination:
Provided that candidates belonging to the Scheduled Castes, Scheduled Tribes, Socially and Educationally Backward Classes (including Nomadic Tribes and Denotified Tribes) and Economically Weaker Section (EWS) may be called for Main Examination, by the Board, by applying relaxed standards in the Preliminary Examination, if the Board is of the opinion that sufficient number of candidates from these categories are not likely to be called for the Main Examination on the basis of the general standard in order to fill up the vacancies reserved for them.
13. Preparing of Merit List.-
(1) The Board shall declare the result of the Main Examination and send it to the Education Department, Government of Gujarat as well as to the Chairman of Recruitment Agency, ie. Director of Primary Education, Gujarat State. The candidates shall be arranged by the Recruitment Agency in the order of merit on the basis of the result of Main Examination submitted by the Board. Thereafter, the Recruitment Agency shall, for the purpose of recommending candidates against unreserved vacancies, fix a qualifying marks (hereinafter referred to as general qualifying standard) with reference to the number of unreserved vacancies to be filled up on the basis of the Main Examination. For the purpose of recommending reserved Category candidates belonging to the Scheduled Castes, Scheduled Tribes, Socially and Educationally Backward Classes (including Nomadic Tribes and Denotified Tribes) and Economically Weaker Section (EWS) against reserved vacancies:
Provided that the candidates belonging to the Scheduled Castes, Scheduled Tribes, Socially and Educationally Backward Classes (including Nomadic Tribes and Denotified Tribes) and Economically Weaker Section (EWS) who have not availed themselves of any of the relaxations in the eligibility or the selection criteria, at the Examination and who after taking into account the general qualifying standards are found fit for recommendation by the Recruitment Agency shall not be recommended against the vacancies reserved for Scheduled Castes, Scheduled Tribes, Socially and Educationally Backward Classes (including Nomadic Tribes and Denotified Tribes) and Economically Weaker Section (EWS).
(3) The Recruitment Agency shall conduct the recruitment process by inviting applications from such candidates who are declared qualified by the Board.
(3) The Recruitment agency shall conduct the recruitment process and prepare a waiting list which shall be kept for one year.
14. Standard for passing Examination.-
The Standard for passing the Main Examination shall be forty percent. (40%) for general candidates and five percent (5%) relaxation to SC/ST/OBC/EWS/PH candidate of the total marks assigned to a paper.
15. Result of Main Examination.-
(1) The result of the candidates shall be sent to the Chairman of Recruitment Agency, Le. Director of Primary Education, Gujarat State, for the appointment to the post, by the Board.
(2) The Board shall communicate the result of the successful candidate individually in the manner as may be decided by it.
(4) The Board shall also display the result of unsuccessful candidates containing the names, seat numbers and total marks obtained by each of the candidates and the same shall be published on the notice Board and/or on the official web-site of the Board.
16. Rechecking of marks of Main Examination.-
(1) A candidate who desires to have his marks of Mains Examination rechecked, may apply to the Board along with such fee as may be fixed by the Board for each paper within a period of fifteen days from the date of declaration of the final result of the Main Examination.
(2) A candidate who desires to have the mark-sheet of the Main Examination shall apply to the Board along with such fee as may be fixed by the Board within a period of fifteen days from the date of declaration of the final result.
(3) In no circumstances, the marks of any part of the Main Examination shall be disclose before the official declaration of the final result.
17. Forwarding the result to the Government.-
The Board, on declaration of the result shall forward the result to the Education Department, Government of Gujarat and the Chairman of Recruitment Agency. le. Director of Primary Education, Gujarat State.
18. No right to appointment.-
The mere success in the examination shall not confer any right to appointment and no candidate shall be appointed to the post unless the Head of the office and the Recruitment Agency is satisfied after such inquiries as may be considered necessary that the candidate is suitable in all respects for appointment to the post.
19. Medical examination.-
The selected candidate shall be required to pass a medical fitness in accordance with the relevant rules made by the Government in this behalf.
20. Joining to post.-
The selected candidate for appointment to the concerned post shall be required to join his posting within 15 days from the date of receipt of the appointment order. If the candidate fails to join his posting within 15 days, his appointment order shall be deemed to be cancelled. However, if it is established that for the reasons beyond his control, the candidate could not join the posting within 15 days, the competent authority may, for reasons to be recorded in writing, allow such candidate to join the posting even after the expiry of 15 days. However, the seniority of such candidate shall be determined in accordance with the Government orders in that behalf.
21. Disciplinary actions.-
The candidate who is or has been declared by the Board to be guilty of below mentioned misconducts will lose the right to apply to the Recruitment Agency/Board:
(a) obtaining support for his candidature by any means;
(b) impersonating:
(c) procuring impersonating by any person;
(d) submitting fabricated documents or documents which have been tempered with;
(e) making statement which are incorrect or false or suppressing material information;
(f) resorting to any other irregular or improper means in connection with his candidature for the examination;
(g) using unfair means during the examination;
(h) writing irrelevant matter, including absurd language or pornographic matter in the scripts;
(i) misbehaving in any other manner in the examination hall;
(j) harassing or doing bodily harm to the staff employed by the Board for the conduct of the Examination;
(k) attempting to commit or as the case may be, abetting the Board of all or any of the acts specified in the foregoing clauses: or
(1) violating any of the instructions issued to the candidates along with his admission certificate permitting him to take the examination, shall, in addition to rendering himself liable to criminal prosecution, be liable
(a) to be disqualified by the Board from the Examination for which he is a candidate, or
(b) to be debarred either permanently or for a specific period,
i) by the Board from appearing in any examination or from any Interview for direct selection to be held by them; or
ii) by the State Government from any employment under it:
Provided that no penalty under clause (a) or clause (b) shall be imposed except after giving the candidate an opportunity of making such representation in writing as he may wish to make in that behalf.
(c) to disciplinary action under the appropriate rules if he is already in Government service.
22. Prohibition to use certain devices in examination hall.-
A candidate shall not be allowed to carry with him a cellular phone, calculator, pager smart-watch or any other electronic communication device in the examination hall.
23. Saving.-
Notwithstanding anything contained in these rules, any action initiated under the previous rules before the commencement of these rules, shall be valid till it is completed, if any.
