રાજ્ય સરકાર દ્વારા સરકારી માધ્યમિક અને ઉચ્ચત્તર માધ્યમિક શાળાઓના શિક્ષણ સહાયક/મદદનીશ શિક્ષકોની બદલીના નિયમો પ્રસિદ્ધ કરવામાં આવ્યા છે. આ નિયમોમાં શિક્ષણ સહાયક/મદદનીશ શિક્ષક જેમની ઓછામાં ઓછી 2 વર્ષની સેવા પૂર્ણ થયેલ હોય તેઓને જિલ્લા ફેર-બદલી માટે ઓનલાઈન અરજી કરવાની રહેશે.
આ જિલ્લા ફેર-બદલી ઓનલાઇન સોફ્ટવેરના માધ્યમથી કરવાની જોગવાઈ કરવામાં આવી છે. શિક્ષણ સહાયક/મદદનીશ શિક્ષકે
પોતાની મૂળ નિમણૂંકના જિલ્લાની કચેરી મારફતે અરજી કરવાની જોગવાઈ કરવામાં આવી છે. આ અરજી શાળાના આચાર્ય તથા જિલ્લા શિક્ષણ અધિકારીશ્રી દ્વારા પ્રમાણિત કરીને કમિશ્નરશ્રી શાળાઓની કચેરીને મોકલી આપવાની રહેશે.
નિયત સમય મર્યાદામાં અરજીઓ મળ્યા બાદ કમિશ્નર શાળાઓની કચેરી દ્વારા રાજ્ય કક્ષાની વિભાગ/વિષયવાર કામચલાઉ યાદી પ્રસિદ્ધ કરવામાં આવશે. ત્યારબાદ કમિશ્નરશ્રી શાળાઓની કચેરી ગાંધીનગરની મંજુરી મળ્યેથી આખરી ઓનલાઇન યાદી પ્રસિદ્ધ કરવામાં આવશે અને તે મૂજબ જિલ્લા ફેર-બદલીના હુકમો ઓનલાઇન જ કરવામાં આવશે.
કેમ્પમાં બદલી હુકમ થયેથી શિક્ષણ સહાયક/મદદનીશ શિક્ષકને ફરજિયાત છૂટા કરવાની જવાબદારી જે તે શાળાના આચાર્ય અને જિલ્લા શિક્ષણ અધિકારીની નિયત કરવામાં આવી છે અને છૂટા કર્યા બાદ તે અંગેના હુકમો ઓનલાઇન અપલોડ કરવાની જોગવાઇ કરવામાં આવી છે.
આ જિલ્લા ફેર-બદલીઓ અંગેની અરજીઓ માટે મેરીટ સિસ્ટમ પદ્ધતિ અપનાવવામાં આવી છે. આ મેરીટ પદ્ધતિમાં જે તે શિક્ષણ સહાયક/મદદનીશ શિક્ષકને તેમની સેવાના સમયગાળા માટે વધુમાં વધુ ૩૦ પોઇન્ટ્સ, ખાસ કેટેગરી જેવી કે, દિવ્યાંગ/વિધવા/ત્યક્તા/વિધુર માટે 8 પોઇન્ટ્સ, સચિવાલયના બિન-બદલીપાત્ર કર્મચારીઓને પતિ-પત્નીને સરકારી નોકરીની કેટેગરી માટે પણ 10 પોઇન્ટ્સની જોગવાઈ કરવામાં આવી છે. વધુમાં, છેલ્લા ૩ વર્ષમાં જે તે શિક્ષકે તેમના સંબંધિત વિષયમાં ધોરણ 10/ ધોરણ 12માં છેલ્લા ત્રણ વર્ષમાં મેળવેલ સરેરાશ પરિણામ તથા વિધાર્થીની સંખ્યા ધ્યાને લઇ વધુમાં વધુ 10 પોઇન્ટ્સની જોગવાઇ કરવામાં આવી છે.
દિવ્યાંગ શિક્ષકો માટે કે જેઓ 40 ટકા કે તેથી વધુ દિવ્યાંગતા ધરાવતા હોય, તેઓએ તબીબી પંચનું પ્રમાણપત્ર મેળવવાનું રહેશે. દંપતી કેસમાં પતિ-પત્ની જિલ્લા ફેર-બદલી માટે પતિ-પત્નીની નોકરીના કિસ્સમાં શિક્ષણ સહાયક/મદદનીશ શિક્ષકને પતિ/પત્ની રાજ્ય સેવા/પંચાયત સેવા કે રાજ્યના કોઈ જાહેર સાહસો/બોર્ડ/કોર્પોરેશન(નિગમ)/અનુદાનિત સંસ્થાઓમાં નિયમિત ભરતી પ્રક્રિયા દ્વારા ફીક્સ પગાર કે નિયમિત નિમણૂંકથી નોકરી કરતાં હોય તેને લાગુ પડે છે. આ દંપતીના કિસ્સામાં 11 માસના કરાર કે આઉટસોર્સિંગથી નોકરી કરતાં કર્મચારીઓને લાભ મળવાપાત્ર થતો નથી.
વિધવા/વિધુર/ત્યક્તાના કિસ્સામાં તેઓએ વિધવા/વિધુર હોવા અંગેનું તથા પુનઃલગ્ન ન કરેલ હોવા અંગેનું સ્વ-ઘોષણાપત્ર રજૂ કરવાનું રહેશે.
અસાધ્ય તથા ગંભીર રોગો/બિમારીઓના કિસ્સામાં જિલ્લા આંતરિક/જિલ્લા ફેર-બદલીઓ કરવાની સત્તા ફક્ત સરકારશ્રી કક્ષાએ રહેશે અને તે માટે તબીબી પંચ દ્વારા નિયત કરવામાં આવેલ અસાધ્ય તથા ગંભીર રોગો ધ્યાને લેવામાં આવે છે.
આ જિલ્લા ફેર-બદલીનો લાભ શિક્ષણ સહાયક/મદદનીશ શિક્ષકને બે વાર મળવાપાત્ર રહેશે.
શિક્ષકોને પ્રતિ-નિયુક્તિથી અન્ય જગ્યાએ સેવા બજાવવા માટે હુકમ કરવાની સત્તા સરકારશ્રીની રહેશે.
જિલ્લા ફેરબદલી માટે શિક્ષકોએ ઓનલાઇન અરજી કરવાની રહેશે.
