Government of India has launched Samagra Shiksha, an overarching program for the school education sector extending from pre-school to class 12 and has the broader goal of improving school effectiveness measured in terms of equal opportunities for schooling and equitable learning outcomes. It envisages the ‘school’ as a continuum from pre-school, primary, upper primary, secondary to senior secondary levels.
It subsumes the three schemes of Sarva Shiksha Abhiyan (SSA) for Elementary education; Rashtriya Madhyamik Shiksha Abhiyan (RMSA) for Secondary & Higher Secondary education & Teacher Education (TE) for capacity building of teachers. The vision of the Scheme is to ensure inclusive and equitable quality education from pre-school to higher secondary stage in accordance with the Sustainable Development Goal (SDG) for Education.
In Gujarat Samagra Shiksha project is being implemented by Gujarat Council of School Education (GCSE). It focuses on ensuring inclusive and equitable quality education from pre-school to higher secondary stage in accordance with the Sustainable Development Goal (SDG) for Education.
- Gujarat Council of School Education (GCSE) has grown from an agency for implementing several different projects in school education sector in the state.

ACCESS, RETENTION AND VOCATIONAL EDUCATION
Introduction
Access, Retention & Vocational Education Branch is looking after overall activities related to implementation of Right of Children to Free and Compulsory Education (RTE) Act, 2009 & Vocational Education Program.
It mainly focuses on following activities:

Gujarat is implementing the scheme of Vocationalisation of School Education under the umbrella of ‘Samagra Shiksha - an integrated scheme for school education’, a Centrally Sponsored Scheme. The scheme seeks to integrate vocational education with general academic education with an aim to prepare educated, employable and competitive human resource for various sectors of the economy and the global market. The scheme covers Government and aided schools Under this scheme Samagra Shiksha, Gujarat is providing exposure to vocational education to students of Classes 9th to 12th with an aim to provide opportunities to the students to orient themselves with the skills required for the various occupations in a sector.
Samagra Shiksha, Gujarat is implementing Vocational Education Programme for students of Standard 9th to 12th Studying in Govt. Secondary & Senior Secondary School of the state. Initially the program started in the year 2017 in 20 approved government higher secondary schools. In the Academic year 2019-20 it has been expanded to cover 102 more schools thus taking the coverage to 122 schools. It is proposed to start Vocational education to 138 new schools in the State. This will take the reach of Vocational Education programme to 260 Schools.
Under Vocational Education component of ‘Samagra Shiksha’, NSQF compliant vocational courses are taught to the students from class 9th to 12th.

Under the scheme, Vocational Courses based on the Job roles which have been approved by National Skill Qualification Committee (NSQC) are offered in the schools.
Pandit Sunderlal Sharma Central Institute of Vocational Education (PSSCIVE), a constituent Unit of NCERT is the Nodal Agency for Curriculum/Courseware Development. Curriculum and Courseware are developed for NSQF Compliant Job roles in consultation with the Sector Skills Councils (SSCs), the representative bodies of industry.
Under the program, there is a provision for arranging hands on training, field visits, on the job training for students in industrial set up and guest lectures from industry. Arrangements are also being made for providing apprenticeship training to the students passing out with vocational subjects.
The State Board conducts external competency-based assessment of skills of the students in collaboration with the concerned Sector Skill Council wherein the practical assessment of vocational subject is being carried out by Sector Skill Council. The SSCs depute certified assessors to the state to carry out the assessment. A joint certificate by the school board and the concerned Sector Skill Council is issued to the successful candidates.

GENDER & SOCIAL INCLUSION
A very famous proverb says that “If you educate a man, you educate an individual. But if you educate a woman, you educate a nation.” Girls Education is a necessary component for the growth of a nation.
Samagra Shiksha acknowledges that reaching out to the girl child is the central focus of gender parity which is emphasized in the National Policy on Education. NPE states that education should be a transformative force, build
women’s self-confidence and improve their position in society and challenge inequalities. Achieving gender parity has been an overarching concern of the education system. There has been significant improvement and innovation in the area of gender and girl’s education. Efforts pertaining to gender have focused mainly on females. As a result, several girls have been empowered and a space has been created to raise gender concerns and develop a better understanding of the structural and social barriers to girls’ education.
Despite significant improvement in the enrolment of girls, girls from disadvantaged Communities like SC, ST, Muslim girls continue to form the bulk of out of school children.Samagra Shiksha is working for the access and retention of the girls. More cohesive interventions are planned to address economic, academic and social dimensions that lead to dropout. These interventions include transport, escorts, counselling, helping them negotiate domestic work burdens, community support mechanisms and academic support depending on the nature of the problem.
Equity and quality are interlinked with each other. For providing quality education to the girls, Samagra Shiksha Gujarat is continuously working on curriculum, textbooks, teaching-learning materials, use of space in the classroom, infrastructure, periodic assessment of student progress and teacher trainings.

INCLUSIVE EDUCATION FOR CHILDREN WITH SPECIAL NEEDS (IE-CWSN)
Inclusive education is as a process of addressing and responding to the diverse needs of all learners by increasing participation in learning and reducing exclusion within and from education. It involves changes and modifications in content, approaches, structures and strategies, with a common vision which covers all children of the appropriate age range and a conviction that it is the responsibility of the regular system to educate all children. The objective of the inclusive education is to support education as a right for all, with special emphasis on removing barriers to participation and learning for disadvantaged groups, girls and women, children with disabilities and out-of-school children.
The National Policy of Education (NPE), 2020 in the section on “Equitable and Inclusive Education: Learning for All” has emphasized the need for removal of disparities and to equalize educational opportunity by attending the specific needs of those who had been denied so far. For achieving this especially in the case of children with disabilities many legislations and schemes have been enacted as mentioned below for the benefit of Children with Special Needs (CwSN). All stakeholders such as School Staff, Parents of CwSN etc. should be aware of these provisions to avail the benefits for CwSN.
IMPORTANT POLICIES, LEGISLATIONS AND SCHEMES
2018, MHRD (now onwards it’s called Ministry of Education (MoE)), GoI has launched Integrated Scheme on School Education under Samagra Shiksha subsuming the erstwhile schemes of IED-SSA and IEDSS-RMSA. It aims to look at the education of all children including children with Special Needs (CwSN) in a continuum from pre-nursery to Class XII. The scheme covers all CwSN with one or more disabilities as mentioned in the schedule of disabilities of the RPwD Act, 2016 studying in Government, Government-aided and Local body schools and benefit the CwSN by converging with different line Departments like Health Department for Assessment & Surgery, GCERT for Academic support, Social Justice & Empowerment Department for appliances, etc.
Key Objectives of the Scheme for Inclusive Education:
To Identify children with disabilities at school level and assess their educational needs.
To provide aids and appliances, and assistive devices to CwSN as per requirement.
To ensure barrier-free access in schools for CwSN
To provide appropriate teaching-learning materials, guidance and counselling services and therapeutic services to CwSN as per their requirement.
To sensitize and train general schoolteachers to facilitate, involve and ensure learning of CwSN in the general classroom.
To provide additional support to CwSN through Special Educators (SEs).

MIS & DIGITAL INITIATIVES
Since quality is a major concern and is one of the objectives of Samagra Shiksha (SS) monitoring is very important. It is also important that all schools are visited, and quality indicators are periodically collected, updated, verified and analyzed to achieve the objectives of SS. To meet the requirement of the program objectives, the emphasis is given on Management Information System (MIS) to review the scenario of school education in the context of planning for thrust area.
Samagra Shiksha-Gujarat is being monitored closely through a computerized information system to track the progress of the project interventions as well as planning and implementation of the interventions.
The Management Information System Cell at the State Project Office (SPO), District Project Offices in all districts and Block Level Office in all Talukas have been fully operationalized with adequate infrastructure and manpower.

CIVIL & INFRASTRUCTURE
Samagra Shiksha has the ‘in house’ Civil Engineering Department which looks after all the infrastructural facilities in the schools of Gujarat. It has 245 nos. of engineers at block level 36 nos. of engineers at district level and 20 nos. of engineers at state level for monitoring & supervision of civil works. Also 17 Assistant Architects at block level and 4 at state level for preparation of building plans. Also hiring the consultancy services for structural design of the works.
Civil Branch of Samagra Shiksha Gujarat state office is having a well-defined functional structure.
Whole School Development Plan:
Samagra Shiksha Gujarat has developed infrastructure assessment form for Whole School Development Plan (WSDP). The various details of the primary school viz. general information, campus environment, academic information, infrastructure details, details of classrooms, boundary wall, availability of separate toilet for Girls & Boys, drinking water facility & MDM kitchen shed have been incorporated in the form. The status of available facilities is compared with standard norms. Whole school development plan is developed in a well defined format which includes general information about school, infrastructural details (campus, boundary wall, toilets, classroom, playground, drinking water facilities, hand wash facilities, mid-day meal kitchen shed and store). A detailed questionnaire is developed on every topic to monitor the overall infrastructure of the school
Key activities of civil branch:
Civil branch is responsible for the overall infrastructure development of school environment. Following are the list of major work done by the civil branch:
Development of school building
Development of Green schools and Building as Learning Aid (BaLA)
Supply and installation of water purification system
Establishment of rain water harvesting system
Construction of new classrooms
Toilet boys and Girls for Normal and Children with Special Need
Up gradation schools
Furniture for schools and classrooms

Special Training Program (STP) Hostel for out of school children

Provision of sports equipment and playground facilities
Major repairing of school buildings
Monitoring of the Program:
The state has well-established civil wing. Technical Resource Persons (TRPs) recruited on contractual basis are posted at block level for monitoring and supervision work. Each TRP shall be in charge of 30 to 40 sites and is directed to visit 5 to 6 sites per day to provide technical guidance to SMC.
DPE posted at District level shall also visit the sites frequently for all the blocks under respective district. He shall conduct weekly meeting of all the TRPs working in the district to review & monitor the progress of work of all the civil activities being taken in the district.
For monitoring & review the progress of entire state, monthly meeting of all the DPEs shall be conducted at state level. The issues related with the civil works shall also be settled in monthly review meeting.
DPEs shall be allowed to hire the vehicle for site visits to improve quality & to check the measurements of the work done at different sites.
State has created monitoring cell constituted with Assistant Engineers. The members of monitoring cell shall visit the sites and offer their suggestions to improve quality of work.
State has developed field visit book & supplied to all the TRPs. TRP is instructed to fill up the visit book during the visit of each activity and fill up all the details including his observation about the materials, workmanship and defects noticed by him if any showing measures to rectify the same.
TRP shall verify the different component of civil activities and fill up checklist. After completion of checklist TRP shall prepare completion certificate, which shall be signed by 3rd party consultant & DPEs in token of its acceptance. The certificates of all the activities shall be kept at school/district and state level for record.
External Evaluation of Civil Works (Third Party Consultant):
As per guidelines of Ministry of Human Resources Development (MHRD), GoI, third party evaluation for civil work is mandatory to have impartial opinion of the quality of the civil works. The State has adopted practice for technical audit & quality assurance of civil works hiring services of professional consultants. The services of consultants shall be hired inviting proposals from reputed professional consultant for the civil works now being undertaken. The proposals shall be invited through advertisement in the leading newspapers with the scope of work as below: -
The consultant or his representative shall supervise the construction work during the work under progress as specified in TOR to achieve the stipulated standards of quality in the project. If there is any discrepancy/error/omission the consultant shall point out it with his suggestions and remedial measures within codal provision.
The consultant shall carry out independent testing (Field & Laboratory) of construction materials and will report to SMC / TRP / District Project Engineer with his suggestions and remedial measures if any.
The consultant shall also verify that all the points raised in the inspection and audit note shall be strictly complied by SMC / TRP to his satisfaction.
On completion of work, consultant shall issue completion certificate.
The likely expenditure for external evaluation including material testing would be booked under State Project Office Management Cost.
